Joanne P. Vatz, PMP
President and Founder

Joanne is the president and owner of Cirdan Group, Inc. She is a certified PMP with over 25 years of experience managing, directing, and developing enterprise-level technology programs for the financial services, government, retail, manufacturing, and health care industries. Her expertise includes IT strategic planning and analysis, risk and program independent verification and validation (IV&V) evaluations, and development of Program Management Offices (PMO). Joanne has worked with many agencies in the State of Maryland, Deutsche Bank Alex. Brown, Credit Suisse First Boston, DuPont, The World Bank, MedStar Health, Branch Banking and Trust, the US Postal Service, and Israel Chemical Corporation. She is a board member of the Multinational Development for Women in Technology and Baltimore’s Lyric Opera Foundation.

Sean C. Tulenko, PMP
Director, Consulting Services

Sean is a seasoned Project Manager with 20 years of leadership experience in management and business operations. He is PMP certified with the Project Management Institute. His expertise includes IV&Vs, quality assurance, and profit and loss (P&L) management with companies such as DRC/Impact Innovations Group, the Veterans Health Administration, and the United States Postal Service. Sean is an active member of the Baltimore Chapter of the Project Management Institute (PMI) and raises money every year for St. Vincent’s Center, which provides residential treatment and diagnostic services to approximately 70 children in Timonium, Maryland.

Yvette Rivers, PMP, MBA
Director, Project Management

Yvette is a PMP with over 12 years of experience in project management, independent verification and validation, program management, quality assurance, and risk management. Her expertise includes project risk assessments, process development, quality management, performance management, and system development life cycle (SDLC) development and execution. She has provided consulting services for federal, state, and local governments such as the Federal Deposit Insurance Corporation, Department of the Interior, and the District of Columbia Government, as well as Fortune 500 companies such as ExxonMobil and DuPont. A certified PMP since 2005, Yvette is a member of the PMI's College of Performance Management (CPM) and is a member of the Yale Club of Washington, DC.

Tom Feehan, PMP, MCPM
Director, Business Development

Tom Feehan has over 30 years of business management experience, predominantly in information technology and customer services. He attained his PMP certification in 2005 along with a Master’s Certificate in Project Management from George Washington University. Tom also has extensive training and certification in Leadership and Coaching. As a Project Manager, he has managed statewide IT implementation projects with complex logistics management and strategic development requirements. He spent 15 years managing delivery of IT support services and business development to the Department of Defense and civilian agencies such as the FAA, Department of Transportation, GSA, and HUD. Tom serves on the Board of Directors of The GUIDE Program, a mental health services provider in Maryland, and chairs its Development Committee, while also serving as Secretary of the Steering Committee for the Lafayette College Maroon Club Friends of Lafayette Football in Easton, PA.
